If a housing counseling agency teaches a class to a large group of people, must the agency collect demographic data for all of the participants? For example, if the agency provides a homebuyer education workshop to 100 participants.

The agency must collect the demographic data for all group education participants. HUD recommends the agency devise a simple, anonymous form for households to complete at the beginning of the class.
