When should income eligibility be recertified for clients? Is there a difference in timelines between HOME and CDBG? How old can the income documentation be?

When determining income for a CDBG assisted project, income is determined at the time the assistance is provided and must be projected forward for 12 months. The CDBG assistance should be provided within 12 months of the income certification date or the verification process should begin again. HOME only allows income information to be up to 6 months old, CDBG policy allows income information to be up to 12 months old. A grantee may impose additional requirements for CDBG assisted projects as long as it does not conflict with the statute or regulations governing the CDBG program. Therefore, if you would like, you may have a requirement that income should be verified every six months or another time period of your choosing. After occupancy, CDBG does not require annual income recertifications, while HOME requires them through the affordability period.
