I can't enter information into the Low or Mod fields for some of my performance measures in the QPR. What could be causing this?

Low-mod data entry requirements apply only to beneficiary data measures. For example, admin, demolition, and land bank activities do not include beneficiary measures, and therefore do not have low-mod breakouts, while homeowner assistance and new construction activities do.

Grantees may also have trouble entering information in Low-Mod fields in their QPR if they did not correctly enter estimates in their Action Plans. If grantees do not include projections in the Action Plan for a measure type, those measures will not appear in the QPRs as data they can submit.
