On the NSP QPR, there is a "Minimum Overall Benefit Percentage" under the "Requirement" column. However, under the "Required" and "To Date" columns it gives $ amounts. What does this metric mean and how is it used?

The label was not meant to include the word "Percent." Originally, HHQ staff put in 0% for Low Mod for NSP grants, but in the case of NSP it should be 25% LH25 National Objective. Grantees can look at the grant level report (Fin Rept02) in the Reports tab to check overall progress across grantees/grants. Under the activity level report (Fin Rept07), you can see which activities contribute and look to see if you need to examine ones listed as LH25 in further detail (are they categorized correctly, do they have support docs, etc.).
