What is the relationship between the QPR and the Action Plan?

Since QPRs depend on Action Plans for some of their data, QPRs are integrally tied to the Action Plan. Consequently, there are some basic rules about the relationship between DRGR Action Plans and QPRs.

New QPRs cannot be submitted if changes have been made to the Action Plan, such as adding projects/activities, changing budgets, or changing performance goals.

Action Plan changes should be submitted in advance of QPR due dates to allow review and approval or rejection of Action Plan changes by HUD.

The graphic below shows QPR information that is pulled from the Action Plan and other sources. The items listed next to QPR must be entered or uploaded in the QPR by the Grantee.
