Can a revision be made to a CHDO draw that was made incorrectly?

The HOME Program permits Participating Jurisdictions (PJs) to revise draws to other HOME activities for the following reasons:

  1. To apply repayments to ineligible activities;
  2. To reconcile expenditures after HOME funds are drawn for the wrong activities;
  3. To consolidate vouchers under a single activity when PJs mistakenly set up two or more activities for a single HOME project;
  4. To comply with the guidance in HOME FACTS Vol. 4, No. 1, which allows PJs to convert homebuyer activities to rental activities.

If a PJ is requesting that an EN drawdown be revised to CR, the PJ must first submit the request to the local CPD Field Office representative for review of the written agreements between the PJ and the CHDO. If appropriate, the Field Office will then submit the request for the voucher revisions to 'Ask A Question' on the PJ’s behalf, including the information indicating which vouchers should be revised, and the name of the CHDO to which the vouchers should be attributed.
