What is the CoC Review process?

After the Collaborative Applicant submits the CoC Program Registration by May 14, 2018 at 5:00 PM EDT, the next steps include:

  • HUD staff reviews and assesses all information submitted by the Collaborative Applicant, including any attachments submitted by Collaborative Applicants requesting Unified Funding Agency (UFA) and High Performing Community (HPC) designation.
     
  • HUD issues a listserv message to its CoC mailing lists notifying Collaborative Applicants when they should log into e-snaps to review HUD's determinations provided in the CoC Review.
     
  • The Collaborative Applicant reviews and either agrees with or disputes HUD's determinations regarding the CoC type and geographic area.

If the Collaborative Applicant agrees with all of HUD’s determinations in the CoC Review and submits it in e-snaps:

  • The Collaborative Applicant can no longer make changes to its CoC Review.

  • When available, the Collaborative Applicant will have access to the CoC Consolidated Application when HUD announces the opening of the FY 2018 CoC Program Competition.

If the Collaborative Applicant disagrees with any items during the CoC Review and submits it in e-snaps:

  • HUD reviews the item(s) the Collaborative Applicant disagrees with and make a final determination.

  • The Collaborative Applicant reviews HUD’s final determination and accepts or rejects the final determination in e-snaps.
     
  • If the Collaborative Applicant accepts HUD’s final determination, the Collaborative Applicant will have access to the FY 2018 CoC Consolidated Application when HUD announces the opening of FY 2018 CoC Program Competition.
     
  • If the Collaborative Applicant disagrees with HUD’s final determination, the Collaborative Applicant will receive a rejection letter via e-snaps and will not have access to the CoC Consolidated Application.
