A

A High Performing Community is a CoC that meets the standards defined in Subpart E of the CoC Program Interim Rule and that HUD has designated as a High Performing Community. A High Performing Community designation provides recipients within the CoC the flexibility to use CoC Program funds for activities under the homelessness prevention program component along with the other program components available to all recipients in CoCs that are not designated High Performing Communities.
