When multiple qualified buyers make offers to purchase a home, what criteria should be used to choose the buyer?

Each grantee and subrecipient should develop a marketing plan that complies with Fair Housing and CDBG regulations for open access and equitable distribution of houses and include it in the Action Plan. Grantees may create a lottery, maintain a waiting list on a first-come basis, and/or establish prequalification criteria to select homebuyers.
