Does a servicer of second mortgages derived from NSP funds need to be a HUD-approved servicer?

There is no requirement regarding qualifications for servicers of second mortgages, aside from conformance with OMB Circular A-87. NSP grantees must impose their own requirements in accordance with relevant state and local laws and regulations.
