A

Third party verification of Energy Star is not a requirement for moderate rehab. For gut rehab and new construction, it is a requirement that a developer, grantee and subrecipient use a HERS (Home Energy Rating System) certified rater to verify that the standard for Energy Star Qualified New Homes has been met. HERS raters inspect, test and certify all homes seeking Energy Star qualified homes label. The Energy Star website has a list of raters by state. View the Energy Star New Homes Partner Locators to find raters in your area.
