This resource provides guidance that will enable users to better navigate through the e-snaps system in order to complete their CoC Program application.

Adding and Deleting Registrants in e-snaps Resource

This document provides instructions on how to add registrants to the organization's e-snaps account who will be working on an organization's application. For CoCs, this access includes the CoC Applicant Profile, CoC Registration, CoC Review, CoC Application, CoC Priority Listing. For project applicants, this access includes the Project Applicant Profile and the project application. It also identifies the steps for deleting registrants who no longer need access.

CoC Priority Listing Instructional Guide

This instructional guide covers important information on how Collaborative Applicants complete the CoC Priority Listings, which is submitted as a component of the CoC Consolidated Application. The instructional guide provides instructions on how to upload, review, approve/reject, and rank all New, Renewal, CoC Planning, and UFA Costs projects.

Collaborative Applicants should also refer to the CoC Priority Listing Detailed Instructions, a companion document to the instructional guide which covers important information about accessing and completing the CoC Priority Listing.

Chronic Homelessness Prioritization Template

This template was developed by HUD for the FY 2014 component of the FY 2013 - FY 2014 CoC Program Competition. In the FY 2013 - FY 2014 CoC Application, each CoC was required to indicate the number of anticipated turnover beds in non-dedicated permanent supportive housing and commit to a percentage of that turnover that would be prioritized for use by the chronically homeless for 2014 and 2015. 

CoCs will use this template to attach a list of all projects within the CoC that will contribute towards meeting this goal. The template has two tabs- one for Instructions and on for entering information.

FY 2014 CoC Preliminary Pro Rata Need (PPRN), Annual Renewal Demand (ARD), and ARD Less 2 Percent Amounts

This resource provides the Preliminary Pro Rata Need (PPRN), Annual Renewal Demand (ARD), and ARD with the 2 percent reduction amounts for each Continuum of Care (CoC) as discussed in the FY 2014 CoC Funding Notice.

Conditional Award Recipients: Issues and Conditions and Amendments Instructional Guide

Two instructional guides are available for FY 2012 and FY 2013 grant recipients. The first one, Issues and Conditions Instructional Guide, instructs conditionally awarded recipients on how to access e-snaps to resolve the HUD identified issues, conditions, and budget changes based on a review of the recipient’s project application. The other one, Amendments, instructs recipients on how to  access and complete amendments in e-snaps to an FY 2012 or FY 2013 grant.

Accessing the Project Application Resource

This resource covers important information for accessing the Project Applications for Renewal, New, CoC Planning, and UFA Costs projects. Use this resource as a supplement to the primary resources for Renewal, New, CoC Planning, and UFA Costs Projects Applications. Project Applicants must complete three steps to access the Project Application—complete the Project Applicant Profile, register for the correct Funding Opportunity, and create a Project. After doing so, the Project Application will appear on the "Submissions" screen.
