Instructional guides and resources are provided to assist CoC Collaborative Applicants and individual project applicants with completing the annual electronic applications for homeless assistance funding in e-snaps. FY 2015 CoC Program Competition NOFA Broadcast
Provides an overview of the FY 2015 CoC Program Competition. The broadcast includes an overview of the NOFA and application process, and it provides information to complete each part of the application. It addresses policy priorities, tiers, selection criteria, project applications, the CoC application, UFAs, and the CoC priority listing. It describes what’s new and offers helpful hints, reminders, and resources.
FY 2015 Grant Inventory Worksheet (GIW) Webcast
Provides an overview of the GIW content, how to navigate the worksheet and avoid errors, how to verify the eligible renewal projects on the worksheet, and how to reconcile discrepancies with the HUD Field Office.
FY 2013 – FY 2014 CoC Program Competition Debriefing Broadcast
Provides an overview of the FY 2013 – FY 2014 CoC Program Competition, including highlights from the FY 2013 component of the FY 2013 – FY 2013 CoC Program Competition. HUD will not conduct a debriefing broadcast for the FY 2014 component of the FY 2013 – FY 2013 CoC Program Competition.
FY 2015 CoC Program Competition ARD Report
Provides the dollar amounts for each Continuum of Care (CoC) for the Preliminary Pro Rata Need (PPRN), Annual Renewal Demand (ARD), ARD at 85 percent, CoC Planning project, and Permanent Housing Bonus project, as discussed in the FY 2015 Funding Notice.
FY 2015 CoC-PHA Crosswalk Report
Provides CoCs with information for question 1C-4 of the FY 2015 CoC Application, which asks about Public Housing Agencies’ (PHAs) progress on serving homeless households for the five largest PHAs that are located within a CoC’s geography during the period of October 1, 2014 to March 31, 2015.
FY 2015 CoC-Con Plan Jurisdiction and ESG Recipient Crosswalk
Provides CoCs with information for question 1C-2 of the FY 2015 CoC Application, which asks about the collaboration between CoCs and Consolidated Plan (Con Plan) jurisdictions during FY 2014 (the period of performance being evaluated in these questions). CoCs are required to consult with each Con Plan jurisdiction and Emergency Solutions Grants (ESG).
FY 2014 AHAR Submission Report
Provides guidance to CoCs for question 2D-3 of the FY 2015 CoC Application, which asks if a CoC submitted the 2015 AHAR, how many AHAR tables (i.e., ES-ind, ES-family, etc) were accepted and used in the last AHAR.
Calculations for HMIS Questions in the FY 2015 CoC Application
Provides CoCs with instructions for the FY 2015 CoC Application questions which require information to be generated from the HMIS. With the exception of questions 2D-1 and 3B-2.8, all of the responses to the questions may be generated from information contained in the current Annual Progress Report (APR) in use in e-snaps.
FY 2015 CoC Program Competition CoC Ranking Tool
Assists Collaborative Applicants rank projects and use when working with the Project Priority Listings. Collaborative Applicants enter their information into the excel spreadsheet.
FY 2015 Continuums of Care Names and Numbers
Provides the CoC names and numbers applicable to the FY 2015 CoC Program Competition.
FY 2015 Geo Codes and Preliminary Pro Rata Need Amounts
Provides the Preliminary Pro Rata Need (PPRN) amounts applicable to the FY 2015 CoC Program Competition. The PPRN amounts are based on the geography codes located within each CoC’s jurisdiction with the corresponding need amounts.
FY 2015 Geo Codes Claimed and Un-claimed
Allows CoCs and Collaborative Applicants to review and ensure all appropriate geographic codes are claimed within each CoC’s defined geographic area.
FY 2015 CoC Merger Financial Worksheet
Assists CoCs that are considering consolidating, or merging, with one or more CoCs to understand the Final Pro-Rata Need that will be used to determine a merged CoC's CoC planning costs and Unified Funding Agency (UFA) costs (if the Collaborative Applicant is designated as an UFA).
