Provides the Preliminary Pro Rata Need (PPRN), Annual Renewal Demand (ARD), and ARD with the 2 percent reduction amounts for each CoC.

FY 2013 – FY 2014 CoC Names/Numbers, Geography Codes, and Preliminary Pro Rata Need Amounts
Provides the CoC names and numbers applicable to both the FY 2013 and FY 2014 components of the FY 2013 – FY 2014 CoC Program Competition, as well as the Preliminary Pro Rata Need (PPRN) amounts applicable to the FY 2014 component of the FY 2013 – FY 2014 CoC Program Competition.  The PPRN amounts are based on the geography codes located within each CoC’s jurisdiction with the corresponding need amounts. The geography codes are applicable both to the FY 2013 and FY 2014 components of the competition. 

FY 2014 Fair Market Rent and Income Limits Lookup Mobile Application
Allows users to search Fair Market Rents and Income Limits by current location or by metropolitan area, county, zip code and/or address.

FY 2014 CoC Ranking Tool
Designed to make the ranking process easier for Collaborative Applicants as they will have to toggle among three different project listings in the CoC Project Priority Listings in e-snaps. Once the rows have been populated by the Collaborative Applicant, the Ranking Spreadsheet can be sorted by Rank Number, Applicant Name, Project Name, Expiring Grant Number, Project Type, Component Type, Amount Requested, or Amount Ranked.

FY 2014 Chronic Homelessness Prioritization Template
Designed for the FY 2014 portion of the FY 2013-FY 2014 CoC Program Competition, CoCs will use this template to attach a list of all projects within the CoC that will contribute towards meeting the goal of prioritizing a percentage of turnover beds in non-dedicated permanent supportive housing for use by the chronically homeless for 2014 and 2015.

An excerpt, published in the document Appropriations Committee Approves the Fiscal Year 2014 Transportation, Housing and Urban Development Funding Bill, discusses the Committee's concern about the renewal burden in the Continuum of Care (CoC) Program.

FY 2013 CoC Annual Renewal Demand (ARD) and ARD Less 5 Percent
This document is designed to make the ranking process easier for Collaborative Applicants because they need to work among four different project listings in the CoC Project Priority Listings in e-snaps. Once the rows have been populated by the Collaborative Applicant, the Ranking Spreadsheet can be sorted by Rank Number, Applicant Name, Project Name, Expiring Grant Number, Project Type, Component Type, Amount Requested, or Amount Ranked.

FY 2013 Geography Codes and Preliminary Pro Rata Need Amounts
Provides the FY 2013 Preliminary Pro Rata Need (PPRN) amounts based on the geography codes located within each CoC’s jurisdiction with the corresponding need amounts. The geography codes are applicable both to the FY 2013 and FY 2014 portions of the competition.

FY 2013 CoC Merger Financial Worksheet
Assists CoCs that are considering consolidating, or merging, with one or more CoCs to understand the Final Pro-Rata Need that will be used to determine a merged CoC's CoC planning costs and Unified Funding Agency (UFA) costs (if the Collaborative Applicant is designated as an UFA).

Calculating Unmet Need for Homeless Individuals and Families Guidebook and Worksheets
Assists CoCs in completing the unmet need calculation. The guidance introduces standardized formulas and procedures for calculating unmet need and identifies the data needed for the calculations. A document titled "Worksheets for Calculating Unmet Need" is also available to assist with these calculations.
